LORD NEWLANDS

    THE Right Honourable James Hozier, second Baron Newlands, was born 4th April, 1851, and was educated at Eton and at Balliol College, Oxford. In 1874 he gained, by competitive examination, an appointment in the Foreign Office, and two years later went as diplomatic secretary with the late Marquis of Salisbury on his mission to the conference of Constantinople. He was private secretary to Lord Salisbury when Foreign Secretary, from 1878 to 1880, and again from 1885 to 1886 when Prime Minister. In 1880 he married Lady Mary Cecil, daughter of the Marquess of Exeter, head of the elder branch of the Cecil family. He was member for South Lanarkshire for 20 years, from 1886 until 1906, when he succeeded to the peerage. He is an enthusiastic Free Mason, and was Grand Master Mason of Scotland from 1899 to 1903. He is an Honorary Fellow of Balliol College, Oxford ; Honorary President of the Junior Conservative Club, Glasgow ; a Public Works Loan Commissioner, and the Vice-Lieutenant, and the President of the Territorial Force Association, of Lanarkshire. His Lordship was made a Deputy-Lieutenant for the County of the City in 1908.
