THE Liberal Member for the Partick Division is a son of James Balfour, farmer, and a native of Pilmuir, Largo, Fifeshire. He was born in 1844, and educated at Madras College, St. Andrews. In 1863 he entered the office of Messrs. Balfour Williamson & Co., merchants, of Liverpool and London, of which firm he is now a member. For twenty-four years, from 1869 to 1893, he was stationed in San Francisco, and for six years afterwards in Liverpool, but has been in London since 1899. He was returned for his present seat at the General Election of 1906. In 1881 he married Josephine Maria, daughter of James Beazley, shipowner, Liverpool.
